Mix together panela (or brown sugar), butter, eggs, and orange extract in a large mixing bowl. Stir until combined. Mix in the salt, spices, flour, and baking powder.
Cover the bowl and refrigerate for 1-2 hours.
When it’s time to bake, preheat the oven to 350°F and line 2 cookie sheets with parchment paper.
Roll the dough into 1 inch balls and toss in the coating. Place on the baking sheet, spacing evenly.
Bake for 15-20 minutes, until the cookies have puffed up and turned a light golden color.
Let the cookies cool completely then store in an airtight container.
